Hợp tác công tư ở Ba Lan giai đoạn 2009 – 2021

Abstract

Trong bối cảnh chuyển đổi sang nền kinh tế thị trường, với nhu cầu phát triển hạ tầng cao và nguồn lực hạn chế, Ba Lan giống nhiều quốc gia khác sử dụng hình thức đầu tư công theo phương thức hợp tác công tư như một cách thức để vừa phát triển được hạ tầng cơ sở, dịch vụ công vốn thuộc trách nhiệm của nhà nước, đồng thời tận dụng được nguồn lực và kinh nghiệm của khu vực tư nhân. Bài viết nhằm cung cấp bức tranh tổng hợp về PPP ở Ba Lan, đồng thời nhận định một số yếu tố tác động đến sự phát triển PPP và triển vọng phát triển của PPP ở Ba Lan.

In the context of the transition to a market economy, with high infrastructure development needs and limited resources, Poland, like many other countries, uses public investment in the form of public-private partnership as a way to knowledge to both develop infrastructure and public services, which are the responsibility of the state, and at the same time take advantage o f the resources and experience of the private sector. The article analyzes the overall picture of PPP in Poland, as well as identifies factors affecting the development o f ppp and the prospect of PPP development in Poland.
