Đề xuất cơ cấu mạng lưới các trường sư phạm ở Việt Nam

Abstract

Trong bối cảnh đổi mới căn bản, toàn diện giáo dục và đào tạo, đòi hỏi nâng cao năng lực nhà giáo, cần duy trì ưu tiên đầu tư cho các cơ sở sư phạm lớn và hỗ trợ nâng cao năng lực cho các trường đào tạo giáo viên vùng miền núi, vùng sâu, vùng xa, vùng dân tộc thiểu số. Bài viết chỉ ra một số hạn chế trong công tác quản lý hệ thống cơ sở giáo dục giáo viên hiện nay trong bối cảnh đổi mới giáo dục đại học hiện nay. Trên cơ sở khảo sát và phân tích thực nghiệm ý kiến ​​của các chuyên gia giáo dục, bài viết đề xuất cấu trúc mạng lưới các cơ sở đào tạo giáo viên ở Việt Nam theo vùng, địa phương và một số trường đại học trọng điểm đào tạo giáo viên. Để hình thành mạng lưới đề xuất này, đề nghị Bộ Giáo dục và Đào tạo hướng dẫn các địa phương tổ chức lại các trường sư phạm hoặc chuyển đổi mô hình đào tạo, giải quyết hiệu quả bài toán việc làm cho đội ngũ cán bộ, giảng viên sư phạm, khai thác đủ cơ sở vật chất của nhà trường sau sáp nhập, giải thể; dự báo đúng nhu cầu đào tạo, tránh phân bổ lực lượng giảng dạy không hợp lý hoặc đào tạo thiếu kiểm soát gây lãng phí ngân sách nhà nước; và giảm thiểu các tác động xã hội tiêu cực tiềm tàng.

In the context of fundamental and comprehensive innovation in education and training, which asks for enhanced teachers’ competencies, it is necessary to maintain prioritized investments in major pedagogical institutions and support capacity development for teacher training schools for mountainous, remote and ethnic minority areas. The paper points out some limitations in the management of the existing teacher education institution system in the current context of higher education innovation. Based on the empirical survey and analysis of education experts’ opinions, the paper proposes a structured network of teacher training institutions in Vietnam by regions and localities and a number of key teacher training universities. In order to establish this proposed network, the Ministry of Education and Training is recommended to guide localities to reorganize pedagogical schools or transform training models, effectively solving the employment problems for pedagogical staff and lecturers, sufficiently exploiting the institutional facilities following the merger or dissolution; properly forecasting training needs, avoiding inadequate distribution of teaching workforce or uncontrolled training causing state budget waste; and minimizing potential negative social impacts.
