Thực hiện tiêu chí môi trường và an toàn thực phẩm trong xây dựng nông thôn mới xã Cát Nê, huyện Đại Từ, Tỉnh Thái Nguyên

Abstract

Tiêu chí Môi trường và An toàn thực phẩm là một trong 19 tiêu chí xây dựng nông thôn mới. Tuy nhiên, việc thực hiện tiêu chí này ở nhiều xã nông thôn còn khó khăn. Bài báo lựa chọn đánh giá tình hình thực hiện tiêu chí này trong xây dựng nông thôn mới xã Cát Nê (huyện Đại Từ, tỉnh Thái Nguyên). Nghiên cứu sử dụng các phương pháp như: thu thập tài liệu, khảo sát thực tế và so sánh, đánh giá được mức độ hoàn thành tiêu chí 17 trong bộ 19 tiêu chí thực hiện nông thôn mới. Kết quả cho thấy, xã Cát Nê đã rất nỗ lực trong việc hoàn thành Chương trình xây dựng nông thôn mới, 19 tiêu chí xây dựng nông thôn mới đều đạt yêu cầu, đặc biệt tiêu chí 17 về Môi trường và An toàn thực phẩm đều vượt chỉ tiêu. Tuy nhiên, một số vấn đề còn tồn tại như vẫn để xảy ra dịch bệnh trong chăn nuôi, ý thức bảo vệ môi trường của người dân chưa cao... Bài báo đề xuất một số giải pháp nâng cao hiệu quả thực hiện tiêu chí Môi trường và An toàn thực phẩm tại xà Cát Nê, trong đó cần tiếp tục phát huy vai trò của cả hệ thống chính trị trong chỉ đạo, điều hành công tác xây dựng nông thôn mới; đẩy mạnh công tác tuyên truyền và nâng cao nhận thức của người dân; quản lý tốt công tác bảo vệ môi trường; và đẩy mạnh công tác giám sát thực hiện xây dựng nông thôn mới, đồng thời định hướng phát triển sàn xuất và nâng cao thu nhập người dân.

Environment and food safety criteria are one of 19 criteria for new rural construction. However, implementing this criterion in many rural communes still faces difficulties. This article evaluates the implementation of this criterion in new rural construction in Cat Ne commune, Dai Tu district, Thai Nguyen province. The research used methods such as: collecting documents, conducting field survey, comparing and evaluating the level of completion of criterion 17 in the set of 19 criteria for implementing new rural areas. The results show that Cat Ne commune has made great efforts in completing the New Rural Construction Program with all 19 criteria for new rural construction meeting the requirement, especially the criteria 17 on environment and food security exceeding the targeted level. Nevertheless, some problems still remain such as: epidemics occur in livestock farming, people's awareness of environmental protection is not high... This article proposed some solutions on effectiveness improvement for the implementation of environmental and food security criteria in Cat Ne commune; in which it is necessary to continue the role of the entire political system in directing and administering new rural construction, promote the propaganda and raise people's awareness, advance good management of environmental protection, and elevate the supervision of 72new rural construction implementation while orient production development and improvement of people's income.
